How to elicit the "silent voices" in a local community?

Together with the Institute of Transport Economics and the public library Deichman, LÉVA explored how to use Urban Living Lab as a method for participatory planning related to developing solutions for greater inclusivity at transport hubs. The physical lab, called Homlialabben, was built at Holmlia, a suburb of Oslo. The project involved concept design, creating a collaborative meeting place in the form of a lab, developing tools with which to engage and have dialogue with the local community, and testing various solutions on site.

What do youth in Holmlia want in a hangout spot?

In connection with the creation of a new hangout spot and skatepark in the public park Holmliaparken, LÉVA assisted the municipality with participatory planning activities involving local young people. We planned and held a series of workshops with pupils at Lusetjern High School. We later, analysed and visualised the results. Co-producing the content of the workshops with the Agency for Urban Environment and other participating consultants was a critical success factor in gathering reLÉVAnt input and helping the developer incorporate young people´s input into the project.

This feasibility study investigates how to attract more people to move to Langevåg, a small community on the Norwegian island Bømlo. The study is informed by analyses of population forecasts, figures from local businesses and the built environment of Langevåg. It is complimented by public consultations with various stakeholders. Following on from these findings, the study particularly explores the potential of housing development, aesthetics, densification and co-location of various municipal, private sector and civil society activities. It also explores how new maritime waterfronts and new ways of thinking about village schools might benefit Langevåg. The project furthermore involved the creation of Bygdalaben, or the “Village Lab”, intended as both a pop-up public living room and a venue for dialogue about the future of Langevåg.

Many rural municipalities are experiencing population decline and therefore face challenges related to an aging population, reduced tax revenues, increased pressure on public services, and labor shortage for local businesses.

As a first step in addressing these challenges, LÉVA was engaged by the Business Council of the Norwegian island Bømlo to develop a Migration Strategy and Action Plan. The strategy is based on a review of research on Norwegians’ reasons for migrating combined with comprehensive public consultations, involvement of key local leaders, and a range of analyses related to place development. What is needed to make Bømlo´s municipal centre more attractive?

This feasibility study involved analyses of the built environment, identification of existing local strengths and assets, considerations of trends and tendencies, public consultations with the local community and workshops with key stakeholders. The study’s main output was a masterplan with recommendations for densification, programming of activities and strategic future procedures. We argued that accentuating specific aspects of local distinctiveness and providing cultural experiences would increase Sortland’s competitiveness. We also developed an action plan and wrote a memorandum serving as a basis for input to the new overarching municipal plan.

How can well-being and quality of life be measured on a neighbourhood level and how is it linked to the places we stay and live in?

Faced with this complicated task, we initially carried out an extensive review of indicators related to quality of life and well-being. Drawing out key indices that were relevant to a neighbourhood level, we developed what we termed the Neighbourhood Indicator. Subsequently, we piloted the Index in the Oslo neighbourhood of Lilleaker. We did this by developing and disseminating a digital survey followed by an analysis of the collected data.

This project is part of a collaborative effort to address some of the social issues at Grønland, a neighbourhood in Oslo. Specifically, the project has intended to improve locals’ safety and well-being in public spaces. Supporting a consortium of real estate companies, LÉVA has carried out a range of site-specific and local community analyses, maintained close dialogue with the local community and raised awareness among the companies about the local community.

Preliminary results from engagement with the local community led to the establishment of an Pavillion in a riverside public park called Elgsletta as well as temporary installations in the public space Vaterlandsparken. These installations are intended to facilitate dialogue with users of these spaces, which are both contested. While the installations are in place, LÉVA is actively collecting data to measure their effects – thereby function as Urban Living Labs.

The consortium is now formalized and goes now under the name Grønland-Vaterlandsamarbeidet. It aims to help make the public domain at Grønland and Vaterland safer and more appealing to locals. The historical premises of the Norwegian National Broadcaster are being transformed into a mixed-use neighbourhood.

LÉVA consults the developer on various aspects of social sustainability, not least on facilitating an open and inclusive planning process. We have established the Lille Studio public outreach office, which we continue to operate. As part of the participatory planning process, we have registered and started a dialogue with all local stakeholders, carried out customized participatory planning activities and kept the community updated though communication efforts. Findings from public consultations have partially provided the basis to completing a community needs assessment and developing placemaking strategies, focusing not only on how to revitalise the area but also to preserve and enhance local identity.

Which opportunities might arise at the border between land and sea in Sortland?

Through the Gnist programme, LÉVA has helped stimulate innovation in rural Norway. The specific task at hand was facilitating cooperation for a new waterfront in Sortland, a village in Northern Norway. We conducted stakeholder interviews and public participation workshops, while maintaining close cooperation with the municipality. The collaborative processes resulted in the establishment of a new Urban Association, public-private partnerships, and a physical model of the waterfront as a prop to stimulate dialogue.

LÉVA har vært med helt fra start av i prosjektet, først med deltakelse i parallelloppdrag sammen med arkitektkontoret Ghilardi+Hellsten arkitekter. Deretter ble vi engasjert som fast rådgiver på lengre sikt, som del av et større rådgiverteam.
LÉVAs ansvarsområde er å sikre en åpen og inkluderende prosess i reguleringsfase og sikring av sosial bærekraft i prosjektet i sin helhet. LÉVA bidrar inn i teamet både i strategisk arbeid knyttet til bærekraft, prosessplanlegging og gjennomføring av konkrete medvirkningsaktiviteter.

Prosjekteierne ønsker å aktivere området gradvis med en bred involveringsprosess. Aktiveringen startet i 2023 og vil vare i mange år fremover.

How will a new high-rise affect the social dynamics of a socially complex and vulnerable area?

LÉVA have been supporting Entra in securing various aspects of social sustainability in connection with the development of a new high-rise office-building at Lilletorget in central Oslo. Our role includes advising on overall project development, planning and implementing the participatory planning process, and preparing a social impact analysis for the zoning plan.

Additionally, we consult the developer on defining goals and strategies for social sustainability. We report, document and measure the results of the developer’s measures on various parameters of social sustainability.

Hvordan kan vi bruke lokale ressurser som finnes i Valebygda i dag som utgangspunkt for å løse fremtidens utfordringer og øke attraksjonskraften til bygda?

LÉVA har utarbeidet en mulighetsstudie for Valevåg. Det faglige arbeidet og anbefalinger i studien er basert på lokalkunnskap hentet inn gjennom digital medvirkning, feltarbeid og intervjuer med lokale ressurspersoner.
Studien orienterer seg rundt hvordan man kan tilrettelegge for økt bolyst, arbeidslyst og besøkslyst, ved å ta utgangspunkt og bygge opp under ressursene som finnes i et lite lokalsamfunn.

LÉVA carried out a range of participatory planning activities as part of the development of a socially sustainable neighborhood at Høyda in the Norwegian town Moss. We also do fieldwork and desk research to collect information about relevant local, social conditions. Together with public input, this insight informs our recommendations for Ferd’s development.

The primary target groups of the public consultations are children and teenagers. One of the activities that we have organized is a fun “Children's Neighborhood Lab” at Høyda, through which we collected input from 80 children and 80 adults. We have also led a participatory planning program at Rygge High School in their cross-school class called "Helping others".

MedvirkOBOS (or “ParticipateOBOS”) is a competence building programme that LÉVA delivered to Norway’s biggest developer of housing. The objective of the programme was to improve OBOS’ efforts in public consultations in their projects. LÉVA organised a series of seminars in which we provided a broader context for the importance of participatory processes. Subsequently, we trained project developers in how to carry out a selection of such activities. We developed and piloted new systems for how OBOS can follow up on public consultation findings at various stages in their multiyear projects. We provided tools, templates and guides for best practice and placed emphasis on motivating the participants to carry out meaningful consultation processes.

How might temporary measures contribute to safer public spaces and engender a sense of ownership and belonging among locals?

This project was part of a municipal area-based initiative in the boroughs of Grønland and Tøyen, where there are relatively high levels of multiple deprivation. The project site, Olafiagangen, is an underpass below a viaduct. For a long time this underpass has been known as a deserted place where locals feel unsafe. Thus the aim of the project was to intervene with physical measures that could make the space feel safer and more appealing to locals. LÉVA was central in shaping the process leading up to the measures, taking charge of co-creation processes with the local community. This culminated in a large-scale community street art painting project that we jointly carried out with local residents in the summer of 2020.

The project team consisted of Makershub, Growlab, and LÉVA Urban Design.

In 2019, LÉVA prepared a sociocultural analysis for OBOS Fornebu. Additionally, in collaboration with Bærum Municipality, we planned and conducted a large drop-in event with nearly 200 attendees. This included a tailored participatory planning activity aimed at children and young people. At later stages, LÉVA assisted OBOS Fornebu in translating public input into particular solutions in the development of specific projects within the wider area. LÉVA has also supported other landowners at Fornebu by sharing insights and continuously gathering new insights.

Urban Sjøfront AS, meaning “Urban Waterfront Ltd.”, was a non-profit company established in 2001, owned by 22 property owners and stakeholders in the east of Stavanger, a Norwegian city. The company was managed by LÉVA from 2012-2018, with Aslaug Tveit as the CEO.

Fundamentally collaborative, Urban Sjøfront’s objective was to develop eastern Stavanger in a more holistic way. The company was a driving force, initiator, and coordinator for the urban development of Stavanger Øst.

Efforts involved the following: reputation building, concept and strategy development for the district, stakeholder and resident dialogue, and collaboration with and among property owners, the municipality, politicians and other public bodies.

From 2012-2018, a number of social initiatives were carried out in the district, including temporary installations, events, and the establishment of new recreational facilities.

Økern sentrum er et viktig knutepunkt og transformasjonsområde, planlagt som det fremtidige sentrum i Hovinbyen i Oslo.

LÉVA stod ansvarlig for en bred medvirkningsprosess knyttet til planarbeidet for Økern sentrum. Dette inkluderte en kombinasjon av digital medvirkning, workshops, dialogmøter og skolebesøk. Det gamle venterommet på T-banestasjonen ble også, ila. få måneder, transformert til en midlertidig møteplass. 
LÉVA bidro også aktivt inn i konsulent-teamets reguleringsarbeid, ledet av A-Lab arkitekter, spesielt knyttet til programmering bygulv, kobling byplangrep kontekst og sikring av stedsidentitet. I tillegg hadde LÉVA en aktiv rolle inn i bærekraftsarbeid, ledet av Sweco, med blant annet Breeam Community.

Hvordan aktivere Havnepromenaden i Oslo? LÉVA gjennomførte et omfattende arbeid med utvikling av havnepromenaden fra januar 2015 til mars 2017. Arbeidet gikk ut på å teste ut en koordinator-rolle som hadde til formål å samle og koble aktører som kunne være initiativtakere til å skape aktivitet, på kort og lang sikt, langs hele den 9 km lange strekningen.
Gjennom rollen som koordinator, var LÉVA ansvarlig for åpningen av havnepromenaden sommeren 2015.

Vippetangen var et særlig satsingsområde i årene 2015-2016. Her ble det arbeidet aktivt, i hele perioden, med å koble ulike aktører og stimulere til samarbeid og nyetableringer. En midlertidig møteplass, kalt Kiosken, ble etablert i et gammelt kiosk-lokale i Fiskehallen. Her ble det holdt en rekke møter og mindre arrangementer gjennom hele 2016.
Aktiveringsstrategien ga resultater og nytt liv til Vippetangen, med etablering av både Vippa, Salt, et større badstumiljø og etablering av festivalen Passion for Ocean.

Hvordan skape en attraktiv og bærekraftig matfestival? Siden 2018 har LÉVA har bistått Gladmatfestivalen i Stavanger. Vi har arbeidet med konseptutvikling av festivalens ulike delområder og jobbet tett med ledelsen i organisasjonen med hvordan festivalen i høyere grad kan planlegges på bysentrum sine premisser.
Målet med arbeidet har vært å oppnå en bedre opplevelse for de besøkende og styrke festivalens omdømme. Og videre å bidra til at festivalens avtrykk gir mer tilbake til byen og å styrke festivalens særpreg og lokale tilknytning.
Dette arbeidet har samlet sett også vært et viktig bidrag i å utvikle en mer bærekraftig festival.

På oppdrag for byarkitekten i Bergen i samarbeid med NTNU ble LÉVA engasjert til å gjøre innledende innsiktsarbeid for forskningsprosjektet Bopilot, gjennom digital medvirkning. Dette for å få økt kunnskap om boligpreferanser og interesse for delekultur hos ulike beboergrupper i Bergen. Det innledende arbeidet hadde også som mål å komme i kontakt med innbyggere som kunne være interessert i å delta videre i forskningsprosjektet.

Årnes er en stasjonsby - 50 minutter med tog nord for Oslo. Utfordringene Årnes sentrum står ovenfor, er typiske de man ser i distrikt sentrum i Norge ellers - der en utviklingen av et “praktisk” sentrum tilrettelagt for bil har ført til mangel på kritisk masse i sentrum som gir utfordringer ift. å opprettholde en kveldsøkonomi og dekke lokalbefolkningens behov for et levende og attraktivt sentrum. Området som studien skulle ta for seg består av flere eiendommer med ulike grunneiere, og viste potensialet området hadde hvis man gikk sammen om utviklingen.  Mulighetsstudien baserte seg på fysiske analyser av dagens område, innsikt om kommunens potensial, utfordringer og ressurser - hvor resultatet var innspill til byplangrep og videre prosess for utvikling av prosjektområdet. Studien tok utgangspunkt i lokale verdier og anbefalte en satsning på mat, håndverk, miljø og energi for å styrke identiteten og område til Årnes som helhet og de forskjellige delområdene i prosjektområdet.

Kartleggingsprosjekt for Byrådsavdelingen ved Bergen kommune, hvor hensikten var å kartlegge bokvalitet i transformasjonsområder i Bergen by og omegn. I prosjektet ble det samlet inn en større mengde kvalitativ og kvantitativ data, gjennom en digitale spørreundersøkelse, som ble distribuert i ni ulike boområder. Innsamlet data om opplevd bokvalitet, definert med ulike faktorer (eks. Naboskap, engasjement, tilfredshet), ble analysert og sett på i sammenheng med annen kvantitativ data (boligstørrelse, boligsituasjon mm.) - for å se etter sammenheng mellom utforming av boområder og bokvalitet. Analysen hadde som mål å gi et bilde på hvilke faktorer som var viktige og bidro til økt bokvalitet. Analysen ble brukt som grunnlag for å gi anbefalinger på hvilke faktorer som er viktige å sikre i nye transformasjonsprosjekter i Bergen kommune.

Elveparken er et av de største gjenværende transformasjonsområdene i Sandnes sentrum.
LÉVA arbeidet tett med Mad Arkitekter Stavanger, med utvikling av mulighetsstudie for Elveparken i Sandnes. Parallelt med dette gjennomførte LÉVA omfattende medvirkning i forkant av planoppstart for området, hvor det særlig ble vektlagt medvirkning med barn og unge.
Den omfattende og godt forankrede prosessen som ble gjennomført i forkant av regulering resulterte i at varsling av planoppstart høsten 2019 ble svært godt mottatt av både naboer, lokalmiljøet og kommunen.

Hvordan kan man få eldre til å delta i digitale medvirkningsprosesser?

I 2019 ble LÉVA engasjert i å teste ut hvordan man kan gjennomføre digital medvirkning rettet mot seniorer, et prosjekt på oppdrag for Bjørnafjorden kommune som skulle gjennomføre et “seniortråkk”. Medvirkningen med seniorene skulle  blant annet brukes i arbeidet med å sikre en aldersvennlig utvikling av lokalsamfunnet, spesielt rettet mot utvikling av Osøyro sentrum, hvor kommunen på daværende tidspunkt jobbet med ny sentrumsplan. 

I tett dialog og med kvalitetssikring fra Eldrerådet i Bjørnafjorden kommune utarbeidet LÉVA en digital undersøkelse. Det ble også gjennomført songline-intervjuer og testet en "digital fadderordning" hvor elever ved ungdomsskolen ble engasjert i å hjelpe eldre med å delta i den digitale undersøkelsen.

Hvordan kan vi lære av hverandre når det kommer til distriktsutvikling?

I årene 2017, 2018 og 2019 har LÉVA bistått Nordland Fylkeskommune med å gjennomføre og planlegge tre byromsseminarer - årlige samlingspunkt for kommunene og andre som har interesse i by- og distriktsutvikling i Nordlandsregionen.

Arbeidet med byromsseminarene i Nordland har vært viktig for selskapets faglige utvikling innenfor distriktsutvikling. Gjennom dette arbeidet har LÉVA fått bedre innsikt i lokale behov fra innbyggere i forskjellige deler av distriktsnorge, samtidig som man har fått diskutert problemstillinger og viktige tematikker med ulike aktører og kommunalt ansatte på tvers av kommuner - som står overfor noen av de samme, men også ulike problemstillinger.

Sammen med Lunner kommune gjennomførte LÉVA en bred medvirknings- og samskapingsprosess i forbindelse med utarbeidelse av kommuneplanens samfunnsdel. Medvirkningen bestod av to hoveddeler; først en innledende og bred kartlegging av behov gjennom en digital undersøkelse, deretter en kreativ medvirkning for å sammen diskutere løsninger på kommunens utfordringer. Det ble gjennomført medvirkning tilpasset alle aldersgrupper, næringsliv, politikere og administrasjon i kommunen. Den omfattende prosessen ble godt forankret i politisk møte som en avslutning på prosessen. Som del av prosessen utviklet LÉVA flere nye medvirkningsmetoder og testet nye måter å formidle medvirkningsresultater, blant annet gjennom filmproduksjon.
